In the House of Commons Mr Balfour, First Lord of the Treasury, referring to Router^ message to the effect that China had ratified the Belgian loan in connection with the Pekin-Hankau railway, said he had not heard of the ratification, and added that the Government would not pledge itself to use its influence to prevent thi3 concession being granted to a foreign Power. The Imperial Parliament hat been prorogued.
