SPAIN ACCEPTS AMERICA'S PEACE PROPOSALS.

Tl>. i Queen of Spain has approved the r /;ply drawn up by the Cabinet to the peace proposals of the United States. The reply in guarded and dignified language accepts the preliminary conditions imposed by the Americans, rtating that Spain bows to the torce of circumstances, without having done anything to provoke war. The conditions were : — 1. The absolute cession to the United States of all the Spanish West Indian Islands, excepting Cuba^ 2. The relinquishment of Spanish sovereignty over Cuba, the United States controlling the island until stable government has been established. 3. The cession of a coaling station in the Ladrone Island, and perhaps another coaling station in the Caroline Islands. 4. Non-assumption by the United States of the Cuban and Puerto Rico debts. If these concessions were granted, the United States undertook to claim no war indemnity ; and all the Spanish troops were to be immediately removed from Cuba and Puerto Rico.
