CONDENSED CABLEGRAMS.
China. An extension of time has been obtained in connection with the finding of capital for the construction of the railway from Chin-Kiang (on the Yang-tse-river) to Tientsin (the port of Pekin), on the ground that the proposal is supported by a British syndicate. The negotiations with the Hongkong Shanghai Bank for a loan of 16,000,000 taels, which was to be given in return for a contract for the extension of the Shankaikwan railway — i.e.. from Tientsin along the coast towards ; Manchucia— to Newchang, have been abandoned. The abandonment was made in deference to a protest from Russia that borrowing from foreigners was contrary to the Russo-Chinese agreement. The Commissioner who was to arrange for the purchase of land for a Russian railway to Kerin, in Central Manchuria, has been obliged to return to Port Arthur, the natives revolting against a forced sale at low prices. Sir Claude McDonald, British Ambassador, has forcibly informed the Tsung-li-Yamen that Great Britain would not tolerate interference on the part of any other Power with British contracts and the railway loan. M. Pavloff, the Russian Charge d'Affaires in China, immediately reiterated the protest.
