The Premier of Spain (Don Praxedes Sagasta) considers that the moment is favourable for negotiation through the French Embassy at Washington— which was entrusted with Spanish interests in the United States when the Spanish Minister, Senor Bernabe, withdrew on the declaration of war— with a view to conclusion of terms of peace. The internal condition of Spain continues very much disturbed. Rioting has occurred in Granadi, the capital of one of the southern provinces. Many Garlists have returned to Spain.
