RUPTURE BETWEEN THE ALLIES.
General Shatter, the American Governor of East Cuba, has written to General Garcia, leader of tho Cuban republican forcei, expressing regret at the withdrawal of the Cubans from co-operation with the American force?, and recognising the valuable assistance he had rendered. The authorities here consider that the Cubans ought to have been treated with more tact. . General Milea has invited 50 Cubans to co-operate in the attack on Puerto Rico. General Shafter's army is to return to America to rest until the opening of the campaign against Havana in autumn.
