Much starvation exists in Santiago
and vicinity, and General Shatter is assisting the unfortunate people as far as pos3ib!e. General Shatter U without siege guns, and tha troops under him are complaining of the lack of provisions. £t midnight on Monday the Spaniards made an uusaccesiful attempt to prevent the Americans entering Santiago Harbour by beach-*, ing a vessel off Morro Castle, the T fort at the eastern side of the narrow entrance. Four batteries of artillery have bpen sent to Santiago. It is reported from New York that the armistice was extended until 4 o'clock on Saturday, when, , unless the Spaniards surrender the bombard' ment of Santiago will be commenced. 9 The trenches in preparation for the seige are being extended, and six batteries are being built 1500 yards from the Spanish lines. The Americans have placed a dynamite gun at the San Juan forts, which commands the city. The roads are being improved, thii3 enabling the Americans to transport siege guns. T.i* besiegers have been reinforced v by 2500 troops *nd four batteries of heavy guns. General Nelson A. Miles (Comin imler.in Chief of the United States Army) and staff have sailed by the Charleston for Santiago. The American Commander has informed General Linares that it is Kss^ntial that the surrender of Santiago should be unconditional. The armistic was extended to allow General Shafcer to arrange the details of the surrender. The Civil Governors hare abandoned the city. General Shafter has permitted the English cable clerks to enter Santi. ago to despatch telegrams respecting the proposed terms of the surrender.
