M. Pavloff, the Russian Ambas-a dor in China, has informed the preei dent of the Tsung li-Yamen, that i! the northern extension of railway i? persisted with, Russia will seize tlu River Hi or Kuldji, a town about 48 miles east of the Russian frontier, a compensation. A gunboat has been sent to We-' River in connection with the " Black Flag " rising in the province o r Ewangsi. in Southern China. The " Black Flags " are reported to ba marching to the town of Woo chow, in the vicinity of which fighting is now going on. The " Black Flags " are murdering Customs officers, and the situation at Woochow is critical. Disorders are reported from Ching-Kiang-fu, a province of Kiansu, on the banks of the Yangitse-K'anp river. The Chinese are impeding the navigation of the river.
