A despatch of the 14ta May from New York says that : The circumstances in which the Cervera squadron appeared at Martinique, and left their after 2 days' stay, outweigh in interest the partial success of Admiral Simpson's bombardment of San Juan. If it had been known that the Cervera squadron was bound for Martinique, there would have been no bombardment of San Juan. The Navy Department trusted its agents at St, Pierre, as at other points, to give instant notice ; yes the code despatch announcing the squadron at Martinique only reached Washington on Thursday — 24 hours after Cervera's vessels had been sighted. It is impossible to explain this other* wise than by charging the French authorities with delaying the cable from St. Pierre in order to enable the Cervera squadron fully to coal, and to get a {start ahead. There will be a severe reckoning with France over thi-j advantage given to the Spanish =q ndron — an- ad van • which might h ivo been of supreme consequence.
