China as usual takes up a deal of space. A French newspaper objects to Great Britain re organising the Chinese army. A Russian journal pleasantly advocates a union of Germany, France and Russia to oppose British claims in China 1 The Russians protests against the Ebcgboug-Shaaghai Bank loan. China mikes a slight stand by refus ing Belgian demands to construct a railway in the Yangtse-kiang valley a3 the result would be inimical to Great Britain.
The French are in trouble with the natives of Kwangchawan and the Japanese have postponed raising a loan.
Captain Sverdrup has started for the Arlic seas again in the Fram in the hope of picking up Andree who started on a tu ; loon voyage to the Pole at the end of 1896, and also Lieutenant Paary, the American ex plorer.
