Implying to the request that docking facilities be granted at Port Ar hur to the new Chinese warship* which are on the way from Germany M. Pavoloff, Russian Ambassador, 3tatc3 that only Chinese ships with fomgn officers, exclusively Russian, wiil be admitted. China ba3 increased the Customs grunt, enabling Sir Robert Hart, British Ambassador, to issue double silver pay to the foreign indoor staff, and to grant a two thirds increase to the outdoor staff.
