MANILA.

A Madrid newspaper states^ that Manila will not capitulate until the American troops arrive. The manager of the Eastern Extension Telegraph Company at Singapore has cabled that British warships have arrived there from Manila, bringing news that the company's staff is safe and well. The cable-house and quarters were often hit by balls. Aquinaldo's forces are closing on the town and fighting daily. The Americans are apparently inactive. All the foreigners have asked to be allowed to take refuge on the ships in the bay. A desperate state of affairs prevails at Manila. The inhabitants are almost foodless, and the garrison is harassed night and day. The native regiments are massacring their officers and deserting wholesale to the insurgents. The garrisoned residents have now retired to a walled citadel. The rebels captured 3000, including the Governor's family. They treat their captives humanely, and do not molest them. The English residents and the bulk of the foreigners have taken refuge at Cavite. The Spaniards in the provinces make a poor defence. The men are shamefully and incompetently led. The Governor proposed to surrender to the Americans, and when this proposal was overruled he resigned. His successor is making desperate efforts to regain the abandoned positions.
