Lord Salisbury, Prime Minister, has declined to discuss the Niger question whilst the deliberations of the Commission for the delimitations of the British and French territory is in progress. The Standard denies a statement that the report of the Commission has been signed, and expresses doubt respecting the reassuring statements published by the Paris newspapers.
