The Times says that a RussoChinese Bank has signed a oontraot for the construction of a railway from Cheng- ting to Taiyuen fu (thus tappaq the inland trade of Pechili), giving Russia control over the railway from Pekin to the Shen si province. French and Belgian Ministers are negotiating for concessions to construct a railway uniting Pekin and the valley of the Yangtse. Britain appears to acquiesce in the refusal on the part of Russia to permit foreigners to land a Talienwan or on the Laiotong Peninsula with* out Russian passports. Russia intends to maintain a large fleet at Port Arthur.
