CHAMBERLAIN'S SPEECH DISAPPROVED OF.
The Republique Francam says that Mr Chamberlain's cold-blooded vio lence in his speech at Birmingham is certain to cause the British Government much embarrassment. Mr Chamberlain's speech has created an extraordinary Bensation on the Continent. The French and Spanish newspapers are specially irritated at the idea of an Anglo-Saxon alliance. The American people regard the British Ministers' utterance with a sympathetic feeling. In some quarters it is believed that the speech is a revelation that negotiations for an Anglo-American alliance are in progress. Ze Temps says that Britain's efforts to secure a set-off in the Niger against Fort Arthur and Talienwan will create a delicate and dangerous situation. Reuter's Paris correspondent states that he has been authorised to issue a reassuring note from the French Government in connection with the progress of the negotiation? in regard to the Britieh and French claims in Nigeria. The London Stock Exchange is in a depressed and nervous state owing to Mr Chamberlain's ominous speech at Birmingham. The French authorities are making great naval preparations.
