SPEECH BY LORD SALISBURY.
Lord Salisbury (Prime Minister), speaking at a semi-private dinner given by city bankers, referred to the gravity of the foreign outlook. He said it was necessary that Fngland should look the fact in the face. It is surmised that Lord Salisbury refers to the French claims on the Niger and Yunnan in China.
