AS TO THE PHILIPPINES.
Admiral Dewey has offered, on behalf of the United States Govern menfc, to administer the government of the Philippine Islands through the present Spanish authorities if acts of war are avoided. He realises that it would be impossible to trust the insurgents, who were reported to be helping him in the formation of ft Provisional Government. The New York Herald advocate? that instead of disposing of the Philippines the Government Bbould retain the group, which would be useful as a naval base in the Far East.
