s General Blanco opened with greafc ceremony the Congress elected nnder the scheme of autonomy for Cuba He read a message from the QueenRegent of Spain, in whioh she urged the Cubans and Spaniards to unite in defenoe of the Father-land.

This evoked great enthusiasm. The American tug Leyden landed supplies for the Cuban rebels at Mariel, 20 miles from Havana. Two hundred Spanish cavalry attacked the landing party. The American steel cruiser Wilmington, lying off Mariel, shelled the cavalry, killing 18 and wounding 60. The rebels destroyed mosfc of the remainder of the cavalry. Captured mails indicate that great destitution prevails in Havana. Beef is gelling at 8* per lb, and males and horses are being eaten for food.
