Puerto Rico.

The cablegrams have rather a confusing message about Puerto Rico, stating that there is great excitement on that island and owing to the presence of four Spanish gunboats at the capital, San Juan, the Consul has telegraphed for British warships owing to the danger of an outbreak. Any outbreak would appear that of the populaca against all foreigners, as the island, one of the West Indies, belongs to Spain, and thu3 the gunboats would have perfect right to be there. It is possible that the populace have become excitfd over the war news, yet the presence of four Spanish war vessels should be sufficient to maintain order, and we cannot understand the Spanish authorities permitting any acts of violence against British residents especially during this crisis in their hi3tory. The population of tha town cannot be very large as the whole island has only 800,000.
