Foxton Borough Council.

The ordinary monthly meeting of the above Council was held at the Library Buildings last night at 7.30.

Present — His Worship the Mayor (Cr. J. R. Stansell), and Crs. P. Hennessy, T. Westwood, J. W. Walsh and A. Fraser.

The Mayor said he had been requested to apologise for the absence of Cr H. Coley.

The minutes of the last monthly meeting, and also of three special meetings were read and confirmed.

The Mayor said that before the business of the Council proceeded, he would like to mention that as they were starting with a new Town Clerk, and he not being able to attend to his duties outside of the office for some few weeks, he had arranged that Mr C. Spring should do this part of the work. He had also been requested to ask that anything affecting the business ot the Council should be made through him. The following correspondence was read : —

From Alfred Greenfield, Judge of

Assessment Court, saying the sittings of the above Court will be held for hearing objections to the Valuation Roll for the Borough of Foxton for the year 1898-1901 on Thursday, the 26th May, 1898, at 12 o'clock noon. From M. Hamer, desiring permission to erect a verandah in front ot premises situate in Main-street, Foxton.

From T. F. Martin, of the Municipal Association, requesting the Coun*cil to appoint, the Town Clerk under section 27 of the " Rating Act, 1894," to appear for Council at Assessment Court.

From agent Bank of New Zealand, Foxton, advising that the rate of interest on the Borough fund account from the ist inst. would be charged at the rate of six per cent. From T. F. Martin, secretary of the Municipal Association, re appointment of delegate to attend conference, also requiring a list of whatever subjects the Council wished brought under its notice. Received.

From W. J. Brown, librarian, resigning his appointment as librarian to the Borough. From E. A. Howe, Wirokino Ferry, asking that the new ropes for ferry should be supplied as early as possible in case of floods, the ones now in use being stranded. The clerk was instructed to obtain particulars of what was required. From Mr Meatyard, solicitor, on behalf of J. Herbert Hankins, sending particulars of account. Mr Le Breen, representing the New Zealand Accident Company, waited on the Council in reference to the benefits to be derived by the Council's emloyees being insured in the company. He submitted different proposals, and fully explained its advantages. Consideration of the matter was held over.

Proposed by Cr Rhodes, seconded by Cr Westwood, That Mrs M. Hamer be allowed to erect a verandah in front of shop in Main-street, subject to the supervision of the Public Works Committee. Carried. Proposed by the Mayor, seconded by Cr Hennessy, That ten pounds be charged annually against the Library Account, as part payment of the Town Clerk's salary. Carried. Proposed by the Mayor, seconded by Cr Rhodes, That the Borough Valuer be authorised to employ. Mr Thynne as an expert witness to sustain the Valuation Roll in the Assessment Court at a remuneration of one guinea. Carried. Proposed by the Mayor, seconded by Cr Westwood, That the clerk be authorised to apply to the proper authorities for an extension of two months commencing from April Ist, 1898, for the purpose of validating anything done by the Borough which is in accordance with the various Acts affecting the Boroughs. Carried. Proposed by Cr Hennessy, seconded by Cr Westwood, That this Council regret that Mr Meatyard should render an account against this Council on behalf of J. Herbert Hankins, solicitor, fjr the sum of £2 4s, when the said sum was paid to Mr Hankins. Carried.

The report of Public Works Committee was read aa follows :— Gbot£Emen, — We have the honor to report that the day men have been engaged on the following : Main road, forming a crown by taking from the Bides and forming a crown to the Wirokino Road and repairing culverts were required. We would recommend that the poplars be cut down to 6 feet from the ground on Mr George Nye'a property adjoining the Main drain, aa it keeps the road very wet in winter. Mr Nye having consented to the same. J. E. Stansell. P. Hennessy. Tho repoit of the Eeservea Committee was read a 8 follows :— Gentlemen,— We have called for fre3h tenders for the erec tion of a pound, also repairs to fences, end we have authorised Mr Jenks to paper the house on the reserve, as it was very dilapidated. We also recommend that the Target Reserve be lei for three or seven years, as the present lease expires on June Ist, 1898. J. R. Stansell. Teos. Westwood. P. Hennessy. Proposed by Cr Walsh, seconded by Cr Fraser, That the reports of the Public Works Committee and Reserves and Wirokino Ferry Committees be adopted. Carried. Proposed by Cr Westwood, seconded by Cr Walsh, Referring to the letter of C. H. Juhl, That one month's salary of £6 5s be paid to the executors of the late T. F. Gibson. Carried. Proposed by the Mayor, seconded by Cr Rhodes, That the clerk arrange for the clearing of the well at the cemetery, and be authorised to get a receipt book for the ranger, and advertise the fact that the ranger will give a receipt for any money taken. Carried. Proposed by Cr Hennessy, seconded by Cr Westwood, That this Council return thanks to Mr E. S. Thynne for his services during the time he acted as Town Clerk. Carried. Proposed by Cr Rhodes, seconded by Cr Fraser, That the clerk see that the resolution re crossing from the Avenue Road to Police Station passed about six months ago be enforced. Carried. Proposed by Cr Walsh, seconded by Cr Westwood, That the Town Clerk be authorised to sue for all rates due after the i ith May, 1898, and advertise notice ot same. Carried.

Proposed by the Mayor, seconded by Cr Walsh, That the Town Clerk be authorised to call tenders for the lease of the Target Reserve, the lease to be 3 or 7 years, tenders to be in by the 20th May, 1898, and that a special meeting be held for the purpose of accepting or declining tenders on that evening, and that the Reserves Committee and Cr Walsh deal with fencing and report to Council. Carried. Cr Westwood, as secretary of the Foxton School Committee requested permission from the Council to hold their meetings in the Council Chamber. On the motion of Cr Rhodes, seconded by Cr Fraser, it was decided that the School Committee be allowed the use of the room on the evenings of their monthly meetings free of charge. Proposed by Cr Westwood, seconded by Cr Walsh, That the resignation of W. J. Brown be accepted as librarian as from the 22nd April. Carried. Proposed by Cr Fraser, seconded by •€rWftlsh, That an order for admission

into the Palmerston Hospital be given to W. J. Brown, late librarian, in reply to his application. Carried. Only two tenders were received for erection of pound and repairs to fence. Mr J. Hillary's tender for pound at £16 16s, and fencing repairs £1 10s was accepted, on the motion of Cr Fraser, seconded by Cr Westwood — the work to be carried out to the satisfaction of the Reserves Committee.

Accounts were passed for payment} and the Council adjourned.
