Spanish Items.
BRITISH CAPTAIN RELEASED. Captain Milburn, of the British steamer Myrtle Dean, was sentenced to death at Havana on a obarge of being an Amerioan spy. He dared the Spaniards to ihoot him, declaring that the city would be immediately destroyed. Eventually Captain Milburn was released on the intervention of the British Consul. In the Cortes, Senor Sagaeta, Premier, said the infamous calumnies of America had rendered war inevitable. Spain might be vanquished, bat ft would never be dishonoured. He intimated that Spain's attitude in regard to privateering bad remained unohanged since the Treaty of Paris. The Spanish Budget proposes to provide for war expenses by a Government loan and an inornate ofthe Bank of Spain's note issue, and the Government will also enforce the collection in advanoe of one year's territorial and industrial taxes. The Madrid newspapers scoff at the slowness of the American squadron. They are afraid that the delay will impoverish Spain,
