A Blue Book revealing dup'jcity on the part of Russia in regard to Porfc Arthur and Talionwan has called forth an outburst of indignation in the English press.
Mr Balfour, replying to Germany's trade proposals, declines to renew the provisions entitling German and Belgian goods to the same treatment in the colonies as British goods.
■ Sia Matthew White -Ridly has directed that British ports shall supply vessels of the belligerents Only with sufficient coal to carty them to the nearest port in their own country. The taking of prizes to British ports is interdicted. : _
