President McKinley ha* authorised the J_nndnn Daily Mail to declare ihat the United States will ever rpmember the goodwill displayed by Britain during the present troub'e Mr John Sherman, Secretary of State, has resigned. Senator Day succeeds him. Tbe United States Government has purchased all the coal at Hono lulu. America has formally declared war against Spain. Mr John Astor. a well known mil lionaire, has rffered to serve in the first Cuban expedition. He ha* also presented bis yacht to the Government, and supplies a battery of artillery at his own exppnse. Italy and Canada have proclaimed their neutrality. Canada is disinclined to sell to America two Pacific steamer, for cruisers.
