America and Spain.
A DAY TO YIELD.
The resolution as finally adopted by the confer -nee of the two Houses stands thus : —
Congress directs and empowers President MoKintey to use land and naval forces to compel Spain t relinquish her authority and govern ment over Cuba, to withdraw her forces, and to render the Cubans free and independent.
A. It uters message aaya that President MoEinley will to-day (2Chb April) sign the resolution, with an ultimatum giving Spain one day in which to yield.
AMERICAN MOVEMENTS.
Colonel Bell, United States Consul states that he has had offers from hundred* of volunteers who arc desirous to assist the United State? in the threatened war, and who are prepared to proceed to the Boene of action immediately.
A Bill is beiug drafted placing 200,000 men at President McKinley's disposal in the event of war.
It is the general feeling that the war will be short, and there will be little bloodshed.
It is expected that the United B<aten Squadron will blockade Cuba and Puerto Rico, a large island on the east of Cuba, separated from island by Hayti.
It ig believed that an army will be landed in Cuba.
The first cail on the militia haa resulted in 80,000 enlistments for three years.
The movements of the troops coastward'j is being hastened.
The heads of the American National Volunteer Reserves offered to have 400,000 men ready at a moment's notioe.
The recruiting officers have tentp pitched in the pablio park of New York, and are enrolling volunteers. Colonel Cody, otherwise known a Buffalo Bill, 19 raising a regiment of cow-boy*, arranging to join in the invasion of Cuba.
The American naval authorities have parchaaed four steamers of the B 'aver line as cruisers.
The House of Representatives ha« pt»B«ed a Bill authorising the sum*, mooing of the Volunteers.
It is reported that the American Government has purchased the aicamera Straria and Umbria..
