Russia and China.
The correspondent of the Times at St. Tetersbury says it is uuderstood in official circles at St. Petersburg that Russia assented without a protest to the lease of Weihaiwei to Britain.
China has voluntarily declared Woosung a treaty port, hoping that Britain will consent to a revision of the tariff.
