— ♦ Nothing farther has developed amongst the Powers. There is a more hopeful feeling among Ministerialists in reference to the position in the East. A Russian paper suggests that Russia was indirectly taking China under her protection to prevent Japan's territorial designs. The Queen of Spain has addressed a letter to the Powers requesting them to use their influence with the United States towards bringing about a peaceful settlement of the Cuban dispute. The fears held of the loss of H.M.S. Rapid have been dispelled by her safe arrival at Devenport.
