*_ Russia and China. The Russian volunteer fleet has been specially equipped with guns and ammunition. The vessels have also been manned by Imperial seamen from Vladivogtock. Prince Kung, President of the Tsung-li Yamen, has refused to sign the Convention cn f ered into between the Chinese Government and Rus?ia embodying the important concessions made to Russia, and baa resigned the Presidency of the Tsung-li Yamen. Intense dejection prevailes at Pekin, and many denounce LI Hung Chang, the Viceory, as a traitor. Count Muravieff, Russian Minister of Foreign Affairs, in a circu'ar addressed to the foreign Ambassadors state that Russia will keep Ta-lLu-wan Bay open for trade, and the
largest hospitality will be extended to the ships of friendly nations. Many of the London Underwriters are now charging ss. per cent, war premiums on outward cargoes. The Earl of Selborne, Parliamentary Secretary to the Colonial Office, speaking unofficially, said England was still able to obtain any thing she desired from China.
