France. and China.
France, ia addition to demanding the cession of a coaling station at Kiaochau, has demanded exclusive mining rights over the area traversed by the prolongation of the Laokai Railway in Yunnan, and also the appointment of a Frenchman as director of the Chinese Railway offiice. M. Hanotaux, Minister of Foreign Affairs, speaking in the Chamber of Deputies, said he did not desire a French settlement in Yunnan or the seizure of more of China, but what France did desire was a fair and friendly settlement of the Niger question. A Reufcer despatch say that China has offered to lease Talienwan Bay and permit a railway to Port Arthur if the fortressi there remains in the possession of the Chinese, and also agrees to the French demand in regard to Kwangsi only. The Times Pekin correspondent states that tho French demands to not include the province of Kweiohau.
