Foolscap Paper.
. We are told by those who assume to know that foolscap paper 1b bo called becauso when it was first made in the thirteenth century it had a water mark representing a fool's hood 'ornamented with' a cap ggtl bells, such as jesters used to wear. Tho use of this water mark was discontinued about tho beginning of tho eighteen th century.
