The Novoe Vremya reports that negotiations are proceeding between the Russian and German Govern ments with reference to Chioese affairs and- tha loan question in particular. Tbe 10,000 men which it is reputed that Russia is despatching to the Far East are to be sent to Talien Wan and Port Arthur. Russian Government agents 'are purchasing a vast quantity of provisions. The officers in command of the German troops now in occupation of Kiao-chau report fhaMhe expeditions seut to the interior have been well received by the inhabitants. j
