A private Bill has been introduced into the French Chamber of Deputies to transfer the penitentiary at New Caledonia to Kerguelen Land, a volcanic island in the Southern Indian Ocean which is near the course of steamers via tho Cape of Good Hops to Australia and New Zealadd, and was annexed by France lorna five years ago.
