DESIGNS ON .CUBA. * Four American battleships, several cruisers and a flotilla of torpedo boats have been assembled in the Gulf of Mexico, nominally for drilling purposes. It is expected, however, that the assembly of the fleet ia in connection with the United States' designs on Cuba. THE BEHRING SEA INDEMNITY. President McKinley is urging Congress to pay the indemnity awarded to Great Britain against America in connection with the Bandog Sea sealing difficulty.
