A Big Loan.
The Cologne GatetU states that China is negotiating in London for a £16,000,000 loan on the security of the Land Tax with control. Great Britain, however, claims that 6he has control with the right of a British nominee succeeding Sir Robert Hart whenever that gentleman retires from his position as Inspector General of Customs. Great Britain, the paper says, also insists on concessions of territory. The Times, commenting on this statement, Bays the conditions demanded are natural enough with the exception of the cession of territory. The British policy aim 3to maintain China as a going concern, and the Times suggests that the Government should seriously consider rivals in that country.
The Times goes on to say that it does not object to a little risk if its secures Great Britain's position as a Chinese creditor, and cites the example of th? control of the Sacs Canal as an instance illustrating the enormous advantage of a national lien ovor individual interests.
