An official of the Congo Free State, West Africa, has sported that the Batalela3 tribesmen, who were employed to gather rubber, have destroyed twenty villages and eh ipped the hand* off 200 viilagera because they bid cot supply suffi cient rubber. The Times commenting on the sitting of the Anglo-French We3t African Delogation Commission, says the retention to the right bank of the River Niger as far sast aa the 12th parallel should be made the irreducible minimum of British territorial claims. Lord George Hamilton, Secretary of State for India, in his adress to his constituents at Acton, said that additional British forces would ba despatched to the Niger, under the command of Major Milne. Thirty special officers had already been sent to West* Africa, and 16 others were about to sail for the same destination.
