Foreign. The Vice-President of the French Senate created a sensation by announcing that he possessed proofs of the innocence of Oaptain Dreyfus, who waß sentenced to banishment by a secret court-martial in 1894 for selling important State documents to foreign Powers, and transported to the lie Due Dirble for the term of his natural life. A deadlock has occurred in the negotiations between Greece and Turkey for the settlement of tbe peace conditions. It arises over the questions of consular privileges and the indemnification of private Turkish losses.
