■ ♦ The Greek Government has replied to the proposal of Lord Salisbury that Britain, Franca and Russia should guarantee the interest on the Greek war indemnity loan, and have joint control over the Greek revenues that are assigned for the purpose of meeting the payments. The reply states that as the amount of the war indemnity has not been fixed, the Government is unable to state what revenues will be assignable as guarantee. The Greek Government is awaiting the passing of a vote of confidence by the Chamber of Deputies before taking any further step 3in repard to the war indemnity loan. The Government proposes to assign the tobacco and stamps revenues as a guarantee for the loan, agreeing to the Powers controlling

the revenue devoted to the payment of the loan. Tewflk Pasha Has asked the foreign Ambassadors to hasten the negotiations. The Greek Chamber has unanimously adopted a vote of con fidence in M. Ralli's Government. M. Delyannis declared ttiat he would the Govsrnment in critical ?i,cuni3tance3. The Standard says that Lord Salisbury's proposal that three Powers jointly should guarantee Greece the indemnity loan will not be accepted. Russia is reluctant, aba Germany je&imw.
