A formal alliance between France and Russia was declared after an interview between President Faure, the Czar, Count Muravieff ani M. Hanotaux. Some of the European newspapers believe the alliance to be of an offensive and defensive character, replacing the military defensive alliance signed by the late M. De Giers, the Russian Foreign Minister, and M. Casimir-Perier, the late French President. General Amisarraga, the Spanish Premier, states that it is his intention of adopting the late Premier Canovaa' home and foreign policy. He con« siders the Cuban rebellion approaching an end, and warns the United States not to interfere in the trouble. In the Chamber of Deputies, General Pelloux, Minister cf War, energetically protested against the cession of Adigrafc to Abyssinia. He pointed out that 8,000,000 /lire had recently been expanded on forts there.
