The American Senate, by 48 to 26, rejected the Foreign Relations Committee's amendments in the Arbitration Treaty. The majority, however, does not reach the two-thirds required to secure the absolute rejection of the amendments. Mr Smalley Bay 9 the result of the voting on the amendments in the Arbitration Treaty indicates a direct refusal on the part of the Senate to follow the lead of the Foreign Relations Committee.
