Armenia.
The Yellow Book, published by the French Foreign Office, is mainly devoted to the Armenian troubles, bat contains no information on the subject beyond what was already known. The disturbances in Armenia are directly laid to the charge of the Sultan and his camarilla at Yildic Kiosk, who, for years past, have habitually plundered the conntry in the usual Turkish fashion, and when exactions produced riots, deliberately ordered the massacre of the inhabitants. All those engaged in the massacre wore a certain uniform, were commanded by palace emis« saries, and were aided by the troops ironically called out for the preservation of order. It is difficult; to find a stronger indiotment against the Sultan's rule, than is contained in the Yellow Book, and it h difficult to understand why the ample information obtained by the French Foreign Office has been so long withheld from publicity.
