Foxton Borough Council.
The ordinary monthly meeting was held at the Library Buildings last night at 7.80. Present— lhe Mayor (Cr J. R. Stansell), and Crs H. Coley, H. Border, P. Hennessy, E. Osborne, J. Walsh and T. Westwood.
The minutes of the last ordinary and a speoial meeting'were read and confirmed.
The inward correspondence was read.
From John Spelman, blacksmith, applying for a share of Borough work.
From W. S. Stewart, seoretary of Cricket Club, asking for a refund of £1 5s Bd, expended on cricket pitch in Recreation Reserve.
From M. A. Whyte, complaining of length of grass on. footpath in front of her house. [Left to Works Committee to deal with J From Minister of Railways, rs ballast.
From B. Oaborne, applying for permission to plant wattle or gums on Norbiton-road in front of his property. From John Connell, contractor for clearing out Symons' Main Drain, saying that the recent flood had filled it up with timber, flax, etc, and that he could not go on with it at the price tendered. *
The Public Works Committee presented their usual report as follows : — "We have the honor to report that the daymen have been employed cleaning the 4 rams in Russell and Spring-atreets and Norbiton Road, also in spreading metal on footpaths and clearing the trimmings away, and carting them to repair Avenue Road and Russell-streets. We beg to report that owing to the flood the Railway Department have not been able to deliver the balance of limestone metal ordered, but hope before next meeting to have it delivered and spread. The contractor for the oyole track has completed his oontract very satisfactorily, and is willing to give it further rolling after the first rain, and would recommend that some limestone be spread on it. Owing to the financial state of the Borough funds your Committee oannot advise the erection of any more lamp posts, but advise that the culvert at the corner of Jenks' and Russell-streets be extended. Your Committee would recommend that seats be placed in the Recreation Reserve. We have interviewed Mr Strang re Beach Road, and believe we have come to a mutual understanding in regard to the matter."
Proposed by Or Westwood, seoonded by Cr Osborne, That the sum of 12s 6d be paid for sowing, rolling, &c, the cricket pitch on the Recreation Reserve. — Carried.
Proposed by Cr Westwood, seconded by Or Coley, That Mr E. Osborne be allowed. to plant treei in front of his property on Norblton Road during the pleasure of the Council, and that the trees be planted same distance as those already grow* ing on the road.— Oarried. Proposed by Cr Border, seconded by Cr Coley, That the blacksmith's work of this Council be given quarterly to each, namely, Barber, Spelman, and Wilson.— Carried.
Proposed by Cr Westwood, bqconded by Cr Border, That the letter of John Connell be referred to Public Works Committee to deal with.— Carried.
Proposed by Cr Westwood, seconded by Cr Walsh, That the report of the Public Works Committee be adopted, and the Eeserves Committee be empowered io deal with the fixing of seats io the > Baser? e, and the levelling of the cycling track. — Carried.
Proposed by the Mayor, seconded by Cr Border, That a special mtet« ing of this Council be held on Monday, the 10th day of May at 7.80 p.m., to correct and certify thereon the Burgess 801 l and Defaulter's List for the current year, and consider the estimate of income and expenditure, and allocate the money for roads for current year.— Proposed by the Mayor, seconded by Gr Border, That a petition be sent to the Postmaster-General requesting him to let the private boxes at the Post Office, Fox ton, for a rental of ten Suilliugs per annum instead of twenty shillings as at present charged, as not one half of them are rented at present, and by reducing the. charge we believe the whole of them would be rented at 10s per box per annum, and that the petitioners request a day delivery be granted within a given distance of the Post Office.— Carried.
Proposed by the Mayor, seconded by Gr Osborne, That the Recreation Reserve be named the Victoria Park on the 24th May, on the occasion of the Record Reign Demonstration sports, and that the Mayor and Councillors plant trees in honor of the Queen's Becord Reign. Carried. Proposed by the Mayor, seconded by Cr Hennessy, That it is the intention of this Council at its next ordinary meeting to be held on Monday, the 6th day of June next, to make a general rate of fifteen pence in the £, and a separate Library rate of one penny in the pound sterling, for the year commencing on the Ist day of March, 1898, upon the rateable value of all properties within the Foxton Borough Council district, under section 185 of " Tha Municipal Corporations Act, 1886," "Rating Act, 1894," and clause 6, 11 Public Libraries Act, 1869," such rates to beoome due and payable in one instalment on the 20th day of June, 1897, at the office of the Foxton Borough Counoil, where 'the rate book is open for inspection. Carried.
„ Proposed by the Mayor/ seconded by Cr Westwood, pro forma, That this Council take the necessary steps for raising a loan of £1500 for the purpose of completing the metalling of roads from Mr Nye's to the cemetery, and from Mr Whibley's corner to Purcell's oorner and Beach road. Not carried.
As an amendment, Cr Westwood proposed, and Cr Coley seconded, That the question of raising a loan be deferred till, the next general meeting 0! the Council, and that in the meantime an estimate be prepared of the ooßt of metalling each of the unmetalled roads in the Borough. Carried. Proposed by Cr Hennessy, secon* ded by Cr Osborne, That the clerk at the next general meeting of the Council lay on the table the amount of rates colleoted in each of the streets and roads in the Borough. Carried.

Proposed by Or Westwood, seconded by Or Walsh, That the report of the Mayor and Or Hennessy re the interview with the member of the Manawatu Council Council be adopted, and that their action in agreeing to share of cost of transfer of road be adopted by this Gouneil. Carried.
