The Transvaal authorities have arrested, as a vagrant, a rich coloured contractor from Capetown, who held a passport signed by Lord Bosmead, Governor of Cape Colony. This action i« alleged to be due from the fact that the man had no badge or pass showing whether he was a servant or a master. Mr Connygham Greene, British Resident in the Transvaal, and Lord Bosmead are enquiring into the incident. It is reported that Dr Leyds has resigned the Secretaryship iif State of the Transvaal, and that M. Klotze succeeds him. c •
