■"♦ Foreign. The Foreign Embassies have completed a scheme of reforms for Turkey, and the chief proposals will be submitted to the Porte. A scheme of reform for Cuba has been adopted. The Spanish Government grants the Cuban Assembly the right to frame the Budget and control the Customs, bat Spain is to continue to appoint the Governor, and will retain a preferential tariff. The treaty between Great Britain and Venezuela has been signed at Washington by Sir Julian Pauncefote, British Ambassador there, and General Andrade, the Venezuelan Minister in Washington. The arbitrators on behalf of Great Britain will be Lord Herschell, and Sir Richard Henn Collins, one of the Judges of the Queen's Bench Division of the British High Court of Juetice; while Chief Justice Fuller and Mr Justice Brewer will represent the United States. Reports from Caracas, oapital of Venezuela, state that objections have been raised to the treaty as it was feared that it would imply a North American protectorate over Venezuela.
