Farther particulars of the Commodore casualty show that 16 of the orew were drowned. It now transpires that the scuttling of the Commodore was effected by Spanish agents. A survivor, suspected of assisting in the work, is being closely watched. The financial crisis in the North* Western States of America continues unabated. The saving banki at Omaha and White Hall (Michigan) and three banks at St. Paul's have suspended payment. Several bankers, connected with the -suspended banking institutions have committed suicide. Since the beginning of December 28 banks and banking firms connected with the National Bank of Illinois have failed. The position of the New York banking institutions is regarded as solid, and no fears are entertained for their stability. Despito the promises made by the Sultan to the French and Italian Embassies, the dragomans, or interpreters, of these Powers have been excluded from the trial of Colonel Mazhan Bey, who is charged with the murder of Father Salvator at the oonvent of Jenidji Kale, in 1895. The Emperor William has issued an edict which, while not forbidding duels, declares many of them to be needless, and advises officers to adopt a more conciliatory attitude toward those whom they feel aggrieved with. The Japanese Government has purchased the cruiser Almirante Barrozo from the Brazilian Government. __________________
