+. Foreign. The Havana correspondent of the Times states that General Weyler's mission to Cuba has completely failed. As the repult of a fortnight's operations, 50 rebels have been killed, while 6000 of the Spanish troops are sick or wounded. General Weyler has publicly stated that the only plan was to starve the rebela. The Bulgarian general election has resulted in a victory for the Government. At Sofia a mob marched to the Palace and demanded from Prince Ferdinand freedom of election. They also stoned the gendarmes, but were afterwards dispersed by cavalry. Fully 12,000 men are now out on strike at Hamburg, and about 100 vessels are lying idle. The dockmen at Stockholm are co-operating with the Hamburg strikers. The strike has attracted the personal attention of the Emperor Wilhelm, who has obtained detailed reports on the subject. French merchants propose to take advantage of the German dock strike as an opportunity to divert trade to Marseilles. The German Courts hav^. been direoted to deal rigorously with foreigners who are found guilty of fomenting strikers. Missouri, Minnesota, Dakota, and other States have been visited by a blizzard of exceptional severity. Many persons were frozen to death, and at some places trains had to be abandoned.
