It is understood that if the Italian colony Erythrea, on the shores of the Red Sea, is evacuated, the towns of Massowah and Kassala will bt given up again to tht Egyptian Government. The United Statea Government expresses it3elf satisfied of the neutrality of Europe in the event of war between America and Spain over Cuba. Owing to strong foreign pressure, France, after massing troops on the frontier, has abandoned the expedition to Twat, Morocco. Bain has fallen in Rajputana, but the effects of the famine are most severely felt in Allahabad, Lucknow, Fyzabad and Agra. Altogether forty millions of people are affected, one-third of them acutely.
