On the Presidential election the German newspapers anticipate a moderate Protectionist policy and an improved state of trade. The Italian papers prediot a stronger American influence in foreign affairs. The French journal? express the four that the Customs duties will be increased. Prince Bismarck has informed a local newspaper that the Czar, in the middle of the seventies, asked Germany to remain neutral if Russia attacked Galicia, the reason assigned being that the Russian army was tired of peace. No rep'y was sent and no action was taken, with the exception of the recall of the German Ambassador. The Czar, he states, shortly afcer entered into a compact with Austria enabling Rus sia to attack Turkey ; but that against the wish of the Czar Austria informed Germany of the intrigue. The Czar has ordered the production of the documents connected with the secret treaty referred to by Prince Bismarck. The Sultan of Turkey ia buying 10,000 rifles. The Minister in charge of tho police has been dismissed, and Cherif J3ey succeeds him. M. Nelidoff, Russian Ambassador, ha 3 been summoned to St. Petersburg. __ __.
