A rumour is in circulation to the effect that the Armenians intend to I try and barn Constantinople. The Duke of Argyll, in a letter to the Times, urges the partition of Turkey, and that the Dardanelles should be neutralised, the fortifica tions destroyed and the Straits thrown open to the world. It is rumoured that the British pquadron in North American waters is to be doubled, and that the additional vessels are to be stationed at Halifax and the Bermudas. The general strike of cabmen, which was to have taken place yesterday, has been postponed owing to the opposition of tbe police. The Marquis of Dufferin, speaking at Belfast, said the people in England bad no conception of the haunting anxiety experienced by those in high positions on the Continent. A war cloud was ever impending, and Continental statesmen were terrified lest Great Britain's polioy should hasten a conflict, hence the feeling of hostility which was prevalent towards Great Britain. Ihe report that the British Squadron in North Amerioan waters is to be increased to twice its present strength is officially denied.
