The Wiedomosty (Newi of the Exchange) publishes terrible details of a fresh massacre at Van, in Turkish Armenia, where the Kurds burned children alive in grain pits. It is stated that the Armenian rebel committee are levying blackmail on wealthy residents here. General Weyler, the Spanish Commander in Cuba, attempted to detain an American vessel for re* fusing to surrender a passenger Who Was on board*. The American Consul threatened that Havanna would be bombarded unless (the vessel was permitted to sail, and, ultimately, she was allowed to leave the port. In a recent address, the Emperor deolared that the present generation would not see the German colonies a success, and he added that his enthusiasm over the matter was quite exhausted. The Gtfar paid a return visit to the Emperor at Wiesbaden.
