From William John Tucker, asking that Tucker Bros.' name be taken off the rate-roll for sections 35, 86, and 37, Rongotea, and his substituted. From A. May, in respect to section 168, in the Township of Sinson, that Mrs Benson's name be placed on rate-roll, she having purchased the property. From Tdlmerston North Charitable Aid Board, forwarding cheque for £8 17s in payment of account for charitable aid expenditure to 80th September, 1896. From Audit Office, returning certified balance sheet as correct. From Manchester Road Board, calling attention to the necessity of local bodies uniting in framing byelaws to prevent damage to roadd through hauling excessive loads on them, and suggesting that a conference be held. i From E. Piggott, ferryman at Shannon, enclosing cheque for rent, and asking to be supplied with new ropes. From Robert G. Edwards, asking that his slaughtering license be transferred to Samuel C irter. From Colonial Secretary's Office, acknowledging receipt; of result of poll, and that the same had been published in the Gaze'te. From Hn'owhenua County Council, forwarding a statement of licensing expenses to 30.h Sept., 1896. From J. 0. Batchelar, enclosing cheque for £200, and wishing the fidelity bond of late clerk returned. From Railway Engineer's Department, Wanganui, re loading platform near Penny's Line. From Palmerston North Charit able Aid Board, sending voucher for £89 Is sd, balance of levy for cur* rent financial year. From Traffic Manager, Wanganui, enclosing copy of agreement as to rolling stock. From J. Belfit, Feilding, sending in hi 3 account for carting. The Tramway Manager's monthly report was read, and laid on the table. Proposed by Cr Masters, seconded by Cr Strang, That the name of Helen M. Benson be placed on the valuation roll in place of A. May for section 168, Township of Sanson Carried. Proposed by Cr Taylor, seconded by Cr Masters, That the chairman sign the balance-sheet, and that the clerk have 25 copies printed. Carried. Proposed by Cr Robinson, seconded by Cr Masters, That the arrangement made by the chairman with the poundkeeper be agreed to. Carried. Proposed by Cr Strang, seconded by Cr Masters, That the next meeting of this Council be held on Tuesday, the 10th November. Carried. Proposed by Cr Masters, seconded by Cr Strang, That a refund of one pound be paid to Mrs Fagan for rates overpaid last year. Carried. Proposed by Or Robinson, seconded by Cr Ransom, That a refund to Rowe and Sons on white pine timber for export only as askad for be agreed to. Carried. Proposed by Cr Taylor, seconded by Cr Robinson, That the transfer of license asked for by R. G. Edwards to S. Carter be made when the necessary transfer fee has been piid. Carried. Proposed by Or Masters, saconded by Cr Strang, That leave of absence be granted to Cr Wilson for this mpeting. Carried. Proposed by Cr Strang, seconded by Cr Masters, That the chairman and Cr Hammond act as delegates to the proposed meeting of Road Boards re framing bye-laws for the regulation of traffic on roads. The date and place of mating to be left for the Manchester Road Board to arrange. Carried. A special meeting was held afcer the dinner adjournment to pass the following resolutions : — Proposed by Cr Ransom, seconded by Cr TCaylor, That a special order be made striking a special rate of one-ninth ! of one penny in the £ on all the rateable property within the County of Manawatu, to provide the interest and sinking fund on the proposed loan of £6000 to be raised under " The Government Loans to Local Bodies Act, 1886," for forming and metalling roads within the County, such rate to be payable in one sum on the Ist day of April in each year at the County offices, Sanson. The above special order to take effect from Ist April, 1897. Proposed by Cr Ransom, seconded by Cr Taylor, That the Council hold a special meeting on Wednesday, j tho 25th November, at half-past two

for the purpose of confirming the foreg ling resolution. The Council resumed its ordinary sitting and it was proposed by Or Taylor, seconded by Cr Hammond, That Whittington and Koberstein's tender for formation on Rosina Line, and Jas. Newth's for grubbing furze Bit Chine's be accepted. Carried. -^ Proposed by Cr Robinson, seconded by Cr Masters, That tenders be called for about 60 chains formation on Main Drain road, tenders to be in by next meeting. Carried. The overseer's report was read and the accounts passed for payment, and the Council adjourned.
