The French newspapers express alarm at the report published that the Czarina proposes to remain at Balmoral Castle, while the Czar visits Paris in state, the event being of enormous gravity, namely, the laying of the foundation stone of the buildings for the 1900 Exposition. Le Nord states that the rumour that the Czarina proposed to stay at Balmoral while the Czar visited Paris to lay the foundation stone of the Paris Exposition is incorrect, and that she accompanies her husband. The 9th Lancers have started for the Cape. There are indications of an increasing friendship between France, Russia and Italy. General Tornielli Brusati di Vergano, Italian Ambassador in France, has been summoned to Rome, nominally in connection with the commercial treaty between Italy and Tunis, but it is surmised that his real mission has much wider aims. It is stated that the Argentine Republic will occupy the South Shetland Islands, south of Cape Horn, in December next.
