Lord Russell at Saratoga.
♦ . ■■ At the Congress of the United States lawyers, held at Saratoga, Lord Ruasell of Killowen, Lord Chief Justice of England, delivered an impressive and luminous oration on international arbitration. He declared that the system had a great future, and was applicable to most disputes — he excepted only those differences affecting the honour of a nation. He deprecated setting up a permanent tribunal, but said that whatever tribunal was set np, it was imperative it should poisesi powers to coerce any nation refusing to abide by its decision. The vaßt audienoe cheered the Lord Chief Justice for fully a quarter of an hour. The speech was delivered at the request of American and British statesmen.
